Okay, I've recently gone into the world of GTS cloning and find it good, I've cloned a few but I think they were luck.

Any tips? Like what time to shut your DS off?

Have you got a router? If you have, it makes it a lot easier. Wait about 15 seconds, and the WLAN light will start to flash. Turn the DS off then.

I'm about to try it now hopefully it'll work my clock go's around 9 and half times but the pokémon goes in and I'm at full signal.

Its more luck than skill to pull it off so you'll just have to keep trying to get it to work.
